GENERAL INFORMATION FOR APPLICANTS

Foyer Hongrois Inc. (Lessor) is a low rental housing residence having 207 apartments for autonomous mainly Hungarian seniors. The Foyer does not offer any personal assistance service, is wheelchair accessible and is a home where people live by choice and wish to remain active. 

APPLICANTS MUST:

• Be at least 65 years of age on the date of application.
• A  Canadian citizen, or a permanent resident, resided in Quebec for at least 1 year in the last 2 years.
• Be physically mobile and be able to take care of his or her personal essential needs and ordinary household tasks independently or with outside help. 
• Be able and willing to integrate and participate in Foyer activities.
• Have a yearly income of $25,000 or less to become eligible for a subsidized rent apartment at the Foyer, the subsidized rent being set by the Société d’habitation du Quebéc, SHQ. If income is greater than $25,000 full rent will apply.  (The yearly income eligibility is subject to change by the SHQ).

 APARTMENTS:

The Foyer has studios, 3 1 and 4 1 (for couples only) apartments.

RENT:

            Subsidized rents are determined by the By-Law governing low rental housing and is usually fixed at 25% of applicants previous year’s average monthly income.  The full rents are set in consultation with the Canada Mortgage and Housing Corporation and are still lower than the  market rate for similar apartments in the area. The following will be paid by all tenants in addition to the rent, whether they are paying subsidized or full rent:

• Heating and electricity ( fixed rates set by law)
• Parking fees if space available
• A monthly charge of $28 for four (4)meal credits per month which allows the lessee to purchase an equivalent amount of meals in the Foyer dining room. Unused portion of the meal credit may not be transferred to the following month.

SERVICES OFFERED:

In order to help improve the tenants’ (lessee’s) quality of life and help maintain their autonomy the Foyer offers the following services:

• Dining room facilities
• Depanneur
• Library
• Laundry rooms
• Common rooms
• Security surveillance
• Recreational activities
• Pastoral services

SELECTION PROCEDURES
The evaluation of admissibility for subsidized rent apartments is made by the Foyer Selection Committee which is charged with the task of recommending applicants as admissible to the Foyer Board of Directors following a point system set up by the SHQ. The point system is based on the health, housing and financial conditions of the applicant and is basically the same as required in other low rental housing projects. Persons of Hungarian origin will have extra points in accordance with the Foyer by-laws and the general law but many persons of other ethnic origins live and are welcome at the Foyer. Final approval is the responsibility of the Board of Directors.
Sponsored immigrants cannot apply for subsidized apartments before the expiration date of their sponsorship.
Applications for full rent apartments will also be evaluated by the Selection Committee on a point system similar to the one for subsidized apartments.
Priority of application is not based on the date of application.
The applicant must call for an appointment and fill out an application form at the Foyer’s office.
The following documents or proofs are required to complete the application for all apartments: 

• proof of age or date of birth (birth certificate, health insurance card, passport, proof of Canadian citizenship or permanent resident status).
• documentation to prove and establish income from all sources for the previous year (income tax declaration, Quebec notice of assessment, income slips or statements, T4 slips, Relevés 3, pension and annuity statements, etc..)
• Documentation to establish assets and possessions (term deposits, bonds, certificates, shares etc...)
•  Proof of residence and documentation to establish the current cost and condition of housing (lease, notice of renewal, rent or lodging receipts, etc...)

If the applicant does not have all the required documents listed above the application will not be accepted.

A few days before the Foyer Selection Committee meeting, two of its representatives may visit the applicant’s residence to confirm information such as the address and the state of the premises as declared in the application for a subsidized apartment.
After the Selection Committee interview with the applicant, the Committee studies in detail their application, confirms their points scored and advises on their admissibility.
The Administration prepares a listing of the current admissible applicants for subsidized apartments based on the SHQ point system of the highest scored to the lowest. The Committee then forwards all information and their recommendation to the Foyer Executive Committee for their review and for formal approval by the Foyer Board. The applicants are then advised by mail on their standing and points scored. A separate list will be prepared for full rent apartments.
Since applicant information (income, rent, assts etc.) changes from year to year, all tenants of subsidized apartments must renew their application every year.
When an apartment becomes available, the Foyer administration first offers it to the applicant at the top of the list with the highest points scored. This candidate then has 7 days from the date notified to visit the apartment available to accept or refuse the apartment. If the candidate refuses the apartment his or her application is automatically cancelled, taken off the list, and may not make another application before a period of one year. For subsidized housing this is a requirement prescribed by the SHQ Regulations and By-Laws on the selection of tenants in low rental housing.

RENSEIGNEMENTS GÉNÉRAUX POUR LES DEMANDEURS

Le Foyer Hongrois Inc. (locateur) est une résidence d’habitation a loyer modique comptant 207 appartements, destinés principalement aux personnes âgées autonomes de nationalité hongroise. Le Foyer n’offre aucun service d’aide personnelle. Il est cependant accessible en fauteuil roulant et constitue une demeure ou les personnes voulant demeurer actives résident par choix.

LE DEMANDEUR DOIT :
a)   Etre âgé d’au moins 65 ans a la date de la demande.
b)   Etre un citoyen canadien ou un résident permanent et avoir résidé au Québec au moins un an au cours des deux dernieres années.
c)   Etre physiquement mobile et pouvoir s’occuper de ses besoins essentiels et des tâches domestiques de façon autonome, sans aide de l’extérieur.
d)   Avoir la capacité et la volonté de s’intégrer et de participer aux activités du Foyer.
e)   Avoir un revenu annuel de 25 000 $ ou moins afin d’etre admissible a un loyer subventionné au Foyer. Le loyer subventionné est fixé par la Société d’habitation du Québec (SHQ). Si le revenu annuel du demandeur excede 25 000 $, le cout du loyer s’appliquera au complet. (Le seuil d’admissibilité pour le revenu annuel est sujet a changement par la SHQ.)

APPARTEMENTS

Le Foyer offre des studios et des appartements de 3 1/2 et 4 1/2 (pour couples seulement).

LOYER

Les loyers subventionnés sont déterminés par le reglement régissant les habitations a loyer modique. Ils sont généralement fixés a 25% du revenu mensuel moyen du demandeur pour l’année précédente. Le prix des loyers payés au complet est fixé en consultation avec la Société canadienne d’hypotheques et de logement et demeure plus bas que le prix du marché pour des appartements semblables dans la région. Les locataires assumeront les dépenses suivantes, en plus du loyer, peu importe qu’ils aient un loyer subventionné ou qu’ils paient le loyer au complet :
a)   Le chauffage et l’électricité (taux prévus par la loi);
b)   Les frais de stationnement, si espace disponible;
c)   Des frais mensuels de 28 $ pour quatre (4) crédits de repas par mois, permettant au locataire d’acheter un nombre équivalent de repas a la salle a manger du Foyer. La partie non utilisée des crédits ne pourra etre reportée au mois suivant.

SERVICES OFFERTS

Pour améliorer la qualité de vie des locataires et les aider conserver leur autonomie, le Foyer offre les services suivants :
a)   Un service de restauration a la salle a manger
b)   Un dépanneur
c)   Une bibliotheque
d)   Des buanderies
e)   Des salles communes
f)    Un service de surveillance de sécurité
g)   Des activités récréatives
h)   Un service de pastorale.

PROCÉDURE DE SÉLECTION

Le Comité de sélection du Foyer effectue l’évaluation de l’admissibilité pour les appartements a loyer subventionné et recommande au Conseil d’administration les demandeurs jugés admissibles en suivant un systeme de points établi par la SHQ. Ce systeme de points se base sur la santé, les conditions de logement et la situation financiere du demandeur. Il s’agit pratiquement du meme systeme que celui utilisé dans les autres projets de logement a prix modique. Les personnes d’origine hongroise reçoivent des points supplémentaires conformément au reglement du Foyer et la loi-cadre. Toutefois, de nombreuses personnes d’autres origines ethniques demeurent au Foyer et sont les bienvenues. L’approbation finale appartient au Conseil d’administration.

Les immigrants parrainés ne peuvent pas faire de demande pour des appartements subventionnés avant l’expiration du parrainage.

Les demandes d’appartement avec loyer payé au complet seront également évaluées par le Comité de sélection en suivant un systeme de points similaire a celui pour les loyers subventionnés.

Le rang de priorité des demandes ne tient pas compte de la date ou elles sont faites.

Le demandeur doit solliciter un rendez-vous et remplir un formulaire de demande aux bureaux du Foyer.

Les documents et les attestations suivants sont exigés pour faire une demande d’appartement :

a)   Une preuve d’âge ou de date de naissance (certificat de naissance, carte d’assurance-maladie, passeport, preuve de citoyenneté canadienne ou de statut de résident permanent).

b)   La documentation nécessaire permettant de prouver et d’établir les revenus de toutes sources pour l’année précédente (déclaration de revenus, avis de cotisation du Québec, relevés ou états des revenus, relevés T4, relevés 3, relevés de pension et de rente, etc.).

c)   La documentation permettant de déterminer les actifs et les biens (dépôt a terme, obligations, certificats, actions, etc.).

d)   Une preuve de résidence et la documentation permettant d’établir le cout actuel et les conditions de logement (bail, avis de renouvellement, reçu de loyer, etc.).

      La demande sera refusée si le demandeur ne fournit pas tous les documents exigés ci-dessus.

Quelques jours avant la réunion du Comité de sélection du Foyer, deux de ses représentants pourront aller visiter le lieu de résidence du demandeur afin de vérifier les renseignements fournis dans la demande pour un appartement subventionné (par exemple, l’adresse et l’état des lieux).

Apres l’entrevue du Comité de sélection avec le demandeur, le Comité étudiera en détail la demande, confirmera le nombre de points accumulés et renseignera le demandeur sur son admissibilité.

L’administration du Foyer dressera une liste des demandeurs admissibles pour un logement subventionné en se basant sur le systeme de points de la SHQ, en commençant par le plus haut pointage obtenu jusqu’au plus bas. Le Comité enverra ensuite toutes les informations et leurs recommandations au Comité exécutif du Foyer, qui en fera la révision avant l’approbation officielle par le Conseil. Les demandeurs recevront une lettre par courrier leur indiquant leur rang et le pointage obtenu. Il y aura une autre liste, a part, pour les appartements dont le loyer est payé au complet.

Comme les informations d’un demandeur (revenu, loyer, actifs, etc.) changent a tous les ans, tous les locataires de logement subventionné devront renouveler leur demande a chaque année.

Lorsque qu’un appartement devient libre, l’administration du Foyer l’offre en premier au demandeur au haut de la liste, soit a celui ayant le plus haut total de points. Le candidat a alors sept (7) jours pour accepter ou refuser cet appartement a partir de la date de l’avis de visite du logement. Si le candidat le refuse, sa demande sera dans un tel cas annulée automatiquement et retirée de la liste. Il ne pourra faire de nouvelle demande avant une période d’un an. Les exigences pour les loyers subventionnés sont prescrites par la SHQ dans ses reglements sur la sélection des locataires pour les logements a prix modique.

Montreáli Magyar Otthon Önkéntes Csapatának állandó tevékenységéről

Szinte megszámlálhatatlan az Önkéntesek Csapatának száma, akik hol alkalomszerűen, hol állandó jelleggel tevékenykednek Otthonunkban. Szeretném kiemelni, azaz tudomására hozni mindazoknak, akiket érdekel azt az örvendetes tényt, hogy az elmúlt év folyamán, 2OO9 szeptembertől napjainkig sikerült az Önkéntesek Csapatának sokoldalú, változatos, értékes, mindannyiunk számára kellemes és szép rendezvényeket, tevékenységeket szervezni.

Előrebocsátom azt is, hogy mindazt, amiről beszámolok, miért tesszük, miért tevékenykedünk? Egyszerűen azért, hogy mindannyian, akik itt lakunk a Magyar Otthonban, jól érezzük magunkat, hogy kellemesen teljenek öregedő napjaink és nem utolsósorban azért is, hogy könnyebb legyen a néha-néha még feltörő hontalanság érzését leküzdenünk.

A Magyar Otthonban folyó tevékenységeket két csoportba sorolhatjuk:

I. Az állandó tevékenységek,
II. Alkalmi rendezvények

I. Az állandó tevékenységek közé tartoznak a következők:
- filmvetítések hetente 2x néha 3x
-bingójáték 2x egy héten
-kávédélután hetente egyszer
-teadélután hetente egyszer
-PETÁNKA-labdagurító játék hetente egyszer
Itt említem meg az egyházi szertartásokat:
római katolikus mise minden vasárnap, imaóra minden kedden, református bibliaóra minden csütörtökön,
református istentisztelet kéthetenként.

II. Alkalmi rendezvényeink a fent említett időszakban:
-2009 szeptember közepén a Magyar Mérnök Egyesület találkozót szervezett egy magyarországi íróval, amelyre meghívta a HÁZ lakóit is.
-Szept.27-én ingyenes rántott csirke vacsorát rendeztünk szórakoztató zenével.
-Okt.4-én és nov.29-én a Mc.Gill egyetem hallgatói koncertet tartottak.
-Okt. 23-án megemlékeztünk az Októberi Magyar Forradalomról ünnepi műsorral.
-Okt.30-án Halloweeni jelmezes kávé délutánon vettünk részt.
-Nov.8-án tűzrendészeti próbát tartottunk mindkét épületben,az önkéntesek nagy segítséget nyújtottak a lakók minden emeletről való lekísérésénél.
-November hónap folyamán varrószoba nyílt a II. épület VII. emeletén, amely heti 5 napon át tart nyitva.
-Alkalmi tevékenységnek számít az új lakók bevezetése, megismertetése a Magyar Otthon tevékenységeivel, rendezvényeivel.
-Megtartottuk az Önkéntesek szokásos évi ünnepi vacsoráját nov.21-én Juhász Gyula szórakoztató zenéjével.
-Dec. 4-én Mikulásjárással jelmezes kávédélutánon vettünk részt.
-Dec.5-én nagyszabású bazár vásárt rendeztünk több lakótársunk részére.
-Dec.1O-én H1N1 elleni oltásra megszerveztük a lakók szállítását autóbusszal.
-Ugyanúgy januárban a hagyományos influenzaoltásra kísértük el lakótársainkat.
-Dec.12-én a Montreáli Magyar Cserkészek karácsonyt köszöntő műsort tartottak.
-Dec.2O-án tombolával egybekötött színes karácsonyi hangulatú tea-délutánon vettünk részt.
-Dec.31-én jól sikerült szilveszteri mulatságon vettek részt lakótársaink
-2O1O feb. 12-én Bálint napi kávédélutánon szórakoztunk.
.Febr.15-én gyönyörködtünk a HISTOIRE DE COEUR nevű kórus csodálatos előadásában.
-Feb. 2O-án farsangi zenés vacsorán vettünk részt.
-Feb. 27-én a Magyar Iskola tanulói farsangi műsorral szórakoztatták lakóinkat.
-Márc. 12-én megemlékeztünk az 1848-49-es Magyar Forradalom és Szabadságharcról, nagyon jól sikerült ünnepi műsor keretében.
Márc.31-én CUKOR-PARTY kiránduláson voltunk.
-Ápr.27-én ingyenes SMOKED MEAT vacsorán vettünk részt, amelyet az egyik lakó unokája ajándékozott a Magyar Otthon lakóinak.
-Május 1-én egész napos Nyitott Házat tartott a Magyar Otthon és a Magor Alapítvány, lakások megtekintése céljából. Közben, 14 órakor az OCTET PLUS nevű együttes koncertet tartott. Ezen a rendezvényen szép számmal vett részt a város és a környék magyarsága.
-Május 2-án Anyák Napját ünnepeltük a Magyar Iskola tanulóinak köszöntő műsorával, valamint énekeseink és a négyéves Dimény Kiss Abigél közreműködésével, aki magyar és angol nyelven énekelt és szavalt.
-Május 8-án Bazár vásárt rendeztünk
-Május 18-án kiránduláson voltunk Ottawában.
-Május 3O-án ünnepélyes zenés tea-délutánon szórakoztunk.
-Jún.11-én ingyenes kávé-délutánon Apák-napi méltatást tartottunk.
Jún.12-én Lakatos István és 8 tagú cigányzenekara jól sikerült szórakoztató estet tartott
Az önkéntesek elvégezték a virágok ültetését a balkonokon és a két épület körül, az udvarokon és egész nyáron gondozzák azokat.
Júl.1-én megünnepeltük Kanada Napját. Közös rendezvény volt, a Montreáli Magyar
Bizottság és a Magyar Otthon együtt vendégelte meg az ünneplő közönséget a Magyar Otthon épületében.
Már írásom elején szóltam az Önkéntesek csapapatának önzetlen munkájáról.

Befejezésül szeretném megemlíteni, hogy sok jóindulatú, segítőkész egyén lakik itt, de ugyanakkor vannak békétlenkedők, elégedetlenkedők, egymás között viszályt keltők is. Természetesen a lakóképviselők feladata az, hogy a jóindulatúakra támaszkodjanak, a rosszindulatú egyéneket pedig felvilágosítsák, hogy miért nincs igazuk. Ezt meg is teszik és úgy érzem, úgy tapasztalom, hogy munkájuk nagy vonalakban sikeres is. Az emberek inkább jóindulattal viszonyulnak hozzájuk és elégedettek, jó néven veszik mindazt, amit értük tesznek.
